Julian Bashir was born in the year 2341 on Earth.  As a child, he had great difficulty learning.  So much, that his parents decided to have him genetically altered.  Genetically altering was an illegal practice at the time because of the events that happened with Khan and his followers much earlier in history.  After his genetic altering, he accelled at his studies, getting the top grades in all of his classes throughout his life.
    When Julian was eighteen years old, he signed into Starfleet Academy and later Starfleet Medical School.  He spent ten years learning how to be a doctor, and finally in 2369 he graduated with honors.
    That same year, after his graduation, he was assigned to Deep Space Nine under Commander Benjamin Sisko as lieutenant junior grade.  Later in 2372 he was promoted to the rank of full lieutenant.
