In this episode, Tom Paris was thrown in the brig for thirty days because he disobeyed the captain's direct order and endangered the crew when he took the Delta Flyer on a raid into an alien colony.  After finding an ocean in space, Janeway found that the ocean's gravitational field was weakening.  She informed the alien inhabitants and offered to help.  Tom Paris took the Delta Flyer to the core of the ocean and discovered an ancient gravity generator that was overloading due to the alien's oxygen extraction process, which was destroying the ocean.  When the alien representatives took the news lightly, Tom Paris took a more radical action. He along with one of the aliens attempted to destroy the alien's oxygen extracting complexes so they would be forced to use the replicator technology Voyager offered them.  Janeway was barely able to stop Tom Paris in time, she almost had to destroy and Delta Flyer and Paris with it.  As punishment, Tom Paris was reduced in rank to ensign and assigned thirty days solitary confinement in the brig.
I enjoyed this episode, especially the underwater scenes (maybe itís just because I like submarines).  This episode was well paced and interesting.  I like the way the writers ended it.  I felt that Tom Paris deserved to be successful in destroyed the mining complexes but it was best that he wasn't.
